Size of Government vs Ability to Pay?

As I sat through the Town Hall Hearing last week and listened to the legislatures explain the state budget deficit, one slide in the presentation really jumped out at me.  After showing slides on how the state government has nearly doubled in size in 10 years, they present a slide titled “Price of Government State and Local Revenue as Percentage of Personal Income” with this graphic.

I’m guessing this chart is meant to justify the out of control growth of government since Personal Incomes increased during the same period.  So instead of taxing on need, the legislature is comfortable taxing on the populaces ability to pay.
