Looks like an attempt to reiterate SCOTUS Backing Lautenberg at the state level.  Basically making Domestic Violence Misdemeanors a lifetime ban from firearms.

Information transfer to the federal National Instant Criminal Background Check System required on persons civilly committed, found not guilty by reason of mental illness, or incompetent to stand trial, and certain persons prohibited from possessing a firearm under state law authorized to petition a court of restoration of rights.

Intended to bring Minnesota into compliance with H.R.2640 from last year which the NRA supported for some reason.

Again trying to impose firearms bans on non-violent offenders.  I have no idea why Cornish has his name on this.  He says, it’s not as bad as people are making it out to be.
