HF997 Minnesota Sovereignty a Partisan Issue?

The short description of the bill is:

Federal government memorialized to halt its practice of imposing mandates upon the states for purposes not enumerated by the Constitution of the United States and affirming Minnesota’s sovereignty under the Tenth Amendment to the Constitution of the United States

So I ask, since when is allowing the Federal Government only the powers granted to it in the Constitution a partisan issue?

On that same note, there are only 13 Republican Representatives not listed as co-authors.
